Vincent Ambo ec2b98d131 refactor(ops/pipelines): Move ⚓ into postBuildSteps 
There is no need for this step to be part of the static pipeline (it
should not run if the build fails anyways).

This folder contains the dynamic configuration for our Buildkite CI setup.

The configuration is built and dynamically loaded by Buildkite at the start of each CI pipeline.
