Vincent Ambo f12ceaa622 refactor(ops/pipelines): Use branches filter for canon-only steps 
Using this instead of a conditional leads to nicer output in the UI,
but has no semantic difference.

This folder contains the dynamic configuration for our Buildkite CI setup.

The configuration is built and dynamically loaded by Buildkite at the start of each CI pipeline.
