Fix ABSL_RANDOM_RANDEN_COPTS setting on FreeBSD (#664)
* Fix build on FreeBSD

On FreeBSD amd64, both uname -p and uname -m returns amd64 (lowercase).
It seems Windows returns AMD64 (uppercase).
