sterni ca0bd84589 docs(tvix): add reconstructed changelog for the Nix language ... This was put together by digging through the C++ Nix git history as described in the second paragraph. Note that this is only based on changes given when the language version was actually increased. There is no guarantee that there have been no other changes inbetween that would have warranted an increase as well.
