Vincent Ambo fc14c21bb9 fix(ops/pipelines): Move ⚓ to static pipeline 
This step would get inserted at the wrong point in the build pipeline
otherwise, causing a dependency cycle and causing the pipeline to fail.

This folder contains the dynamic configuration for our Buildkite CI setup.

The configuration is built and dynamically loaded by Buildkite at the start of each CI pipeline.
