Change the Cord str_format formatter to use iteration instead of CordReader.

When Cord is publicly released, CordReader is not going with it.

28e76c08ea7185a7ff9f4e0e02ae565fbbf7980f by Greg Falcon <gfalcon@google.com>:

Implementation detail change.

Introduce ABSL_NAMESPACE_BEGIN and _END annotation macros which indicate the beginning and end of a `namespace absl` scope. Currently these do nothing, but they will be used to inject an inline namespace for LTS builds (to avoid symbol collisions against other Abseil versions).

These macros should not be used by end users, because end users should never write `namespace absl {` in their own code.

This CL applies these annotations to all code under //absl/base/. The rest of Abseil will be annotated in this way in follow-up CLs.

//
// This header file provides an Abseil version of `std::call_once` for invoking
// a given function at most once, across all threads. This Abseil version is
// faster than the C++11 version and incorporates the C++17 argument-passing
// fix, so that (for example) non-const references may be passed to the invoked
// function.

// call_once()
//
// For all invocations using a given `once_flag`, invokes a given `fn` exactly
// once across all threads. The first call to `call_once()` with a particular
// `once_flag` argument (that does not throw an exception) will run the
// specified function with the provided `args`; other calls with the same
// `once_flag` argument will not run the function, but will wait
// for the provided function to finish running (if it is still running).
//
// This mechanism provides a safe, simple, and fast mechanism for one-time
// initialization in a multi-threaded process.
//
// Example:
//
// class MyInitClass {
// public:
// ...
// mutable absl::once_flag once_;
//
// MyInitClass* init() const {
// absl::call_once(once_, &MyInitClass::Init, this);

// type is not copyable or movable. However, it has a `constexpr`
