Remove a floating point division by zero test.

This isn't testing behavior related to the library, and MSVC warns
about it in opt mode.

This CL introduces following changes to the class FlagImpl:
* We eliminate the CommandLineFlagLocks struct. Instead callback guard and callback function are combined into a single CallbackData struct, while primary data lock is stored separately.
* CallbackData member of class FlagImpl is initially set to be nullptr and is only allocated and initialized when a flag's callback is being set. For most flags we do not pay for the extra space and extra absl::Mutex now.
* Primary data guard is stored in data_guard_ data member. This is a properly aligned character buffer of necessary size. During initialization of the flag we construct absl::Mutex in this space using placement new call.
* We now avoid extra value copy after successful attempt to parse value out of string. Instead we swap flag's current value with tentative value we just produced.

Use the Posix implementation of thread identity on MinGW.
Some versions of MinGW suffer from thread_local bugs.

// RANDen = RANDom generator or beetroots in Swiss German.
// 'Strong' (well-distributed, unpredictable, backtracking-resistant) random
// generator, faster in some benchmarks than std::mt19937_64 and pcg64_c32.
//
// High-level summary:
// 1) Reverie (see "A Robust and Sponge-Like PRNG with Improved Efficiency") is
// a sponge-like random generator that requires a cryptographic permutation.
// It improves upon "Provably Robust Sponge-Based PRNGs and KDFs" by
// achieving backtracking resistance with only one Permute() per buffer.
//
// 2) "Simpira v2: A Family of Efficient Permutations Using the AES Round
// Function" constructs up to 1024-bit permutations using an improved
// Generalized Feistel network with 2-round AES-128 functions. This Feistel
// block shuffle achieves diffusion faster and is less vulnerable to
// sliced-biclique attacks than the Type-2 cyclic shuffle.
//
// 3) "Improving the Generalized Feistel" and "New criterion for diffusion
// property" extends the same kind of improved Feistel block shuffle to 16
// branches, which enables a 2048-bit permutation.
//
// We combine these three ideas and also change Simpira's subround keys from
// structured/low-entropy counters to digits of Pi.
