Unifies the growth factor of InlinedVector's mutating members to max(2 * capacity, req_capacity). In doing so, LegacyNextCapacityFrom(...) is removed thus removing a loop from several callsites.

11d8534629 Use sandbox fallback when cloning fails in builder
When sandbox-fallback = true (the default), the Nix builder will fall
back to disabled sandbox mode when the kernel doesn’t allow users to
set it up. This prevents hard errors from occuring in tricky places,
especially the initial installer. To restore the previous behavior,
users can set:

  sandbox-fallback = false

in their /etc/nix/nix.conf configuration.

d171090530 Disable CLONE_NEWUSER when it’s unavailable
Some kernels disable "unpriveleged user namespaces". This is
unfortunate, but we can still use mount namespaces. Anyway, since each
builder has its own nixbld user, we already have most of the benefits
of user namespaces.

03addc3b0a Use $HOME instead of $USER
$USER/.nix-profile will not be a path. I think $HOME/.nix-profile was
the origininal intent.

c82a856b36 Add default for USER when unset
uses $(id -u -n) when USER is unset, this is needed on some weird

Updates ScopedAllocatorWorks test for InlinedVector to not depend on specific byte counts of standard library vectors. It's too brittle in the face of capacity-changing changes to InlinedVector and does not provide signal in those breakages.

Add default and fallback modes for SaltedSeedSeq::generate().

SeedSeq::generate will often be called with contiguous ranges of uint32_t.
Detect this case and use the currently direct code paths to handle it.
Otherwise use a fallback mechanism which does an additional copy.

Resume NAR downloads
This is a much simpler fix to the 'error 9 while decompressing xz
file' problem than 78fa47a7f0. We just
do a ranged HTTP request starting after the data that we previously
wrote into the sink.

Fixes #2952, #379.

Fix compilation error on MSVC 2017. The root cause seems to be a compiler bug
in VS 2017 about pack expansion with multiple parameter packs, specifically `MakeVisitationMatrixImpl::Run` is triggering compiler error "error C3528: 'BoundIndices': the number of elements in this pack expansion does not match the number of elements in 'EndIndices'".
Work around this issue by using only one parameter pack `CurrIndices` in `MakeVisitationMatrixImpl::Run`.

d26cf3d806 fix(build): Work around rules_nixpkgs repository setup
Specifying a local repository from a Nix file is expected to be
referencing an external nixpkgs source.

However, in this monorepo setup the root of the repository itself is
the Nix package set and a workaround in the `external` folder is
required to import it into Bazel.

6fbdf41b05 feat(build): Introduce pre-packaged GHC with dependencies via Nix
This uses the Nix infrastructure's Haskell setup to create a GHC
derivation that comes with all required Haskell packages, fetched &
built via Nix.

Downstream packages that want to make use of Haskell dependencies need
them to be added to this list.
