chore(3p/sources): Bump channels & overlays

* update for agenix has been dropped, for the same reason
  as with cl/10458
* dropped stable override for avrdude
* dropped stable override for awscli2
* picked SBCL from stable channel due to weird build errors that only
  seem to happen on AMD CPUs (like on whitby)
