a0681ee841 router03: fix leakage of MWAN traffic 
When traffic is coming in, i.e. `To = 45.13.104.25/29`, we were immediately redirecting
it to `swp`, i.e. ENS.

By saying that `To` should also consult the MWAN routing table, we are eliminating
the redirection.
