The wpa_supplicant implementation for building the Supported Operating
Classes element was modified to add support for 80 MHz and wider
bandwidth on the 6 GHz band, 2-octet operating classes, and freq_list on
the 6 GHz band. Update the test cases that verify exact encoding of this
information to match the implementation changes.

The last update of the wireless-regdb database to the wireless-regdb.git
version of 2023-02-13 in commit c4034a69fe ("tests: Update regulatory
database to VMs") forgot to update regulatory.db.p7s. Update it as well.

It looks like the host update of regulatory information can still get
through somehow, so add alternative expected values for the supported
operating classes for cases where 6 GHz frequencies were added recently.

This parameter was added with the commit message indicating the valid
reason code values to be 1-5, but with the implementation allowed only
1. There are five defined reason code values for the Association
Disallowed attribute, so extend the allowed range to cover all those
values.

APs PMF capabilities can differ. wpa_supplicant should be able to
disable and enable MBO when roaming to and from a misbehaving MBO AP
that doesn't support PMF. Verify that this is indeed happening.

Wait for hostapd to report completion of connection so that the WNM
Notification Request frame does not get sent before the AP has processed
EAPOL-Key msg 4/4 and configured the TK. This could result in a race
condition especially when testing using UML with time-travel.

Recent regdb enabled UNII 3 in Finland. Change the
mbo_supp_oper_classes_fi test accordingly to accept either the previous
or the current value to be reported.

Add even more workarounds for cfg80211 regulatory state clearing since
these WNM test cases seem to be the most likely ones to fail due to
country=98 issues.

The Linux kernel commit 113f3aaa81bd ("cfg80211: Prevent regulatory
restore during STA disconnect in concurrent interfaces") broke the
regulatory clearing attempt in this test case since
cfg80211_is_all_idle() is now returning false due to the AP interface
being up and that results in the Country IE -based regulatory
information not getting cleared back to defaults.
Work around this by stopping the AP interface first so that when the
station interface receives the disconnection, there are no other active
interfaces in the system. In addition, wait for REGDOM event for the
Country IE hint after association to avoid disconnection before the
regulatory events have been fully processed.

Pass the full apdev to the add_ap() function instead of just ifname.
This allows us to handle also remote hosts while we can check
apdev['hostname'], apdev['port'].
This step (1) converts the cases where apdev[#]['ifname'] was used as
the argument to hostapd.add_ap().
