src/ap/ap_config.c is not really supposed to call directly into a
function in hostapd/config_file.c. Furthermore, the wrapper through
ap_config.c did not really have any real value since it just called a
function that is within hostapd/*.c and that wrapper was called from
hostapd/*.c.
Instead of the wrapper, just call the function directly within the
hostapd directory.

Previously, MAC ACL could be modified only through file operations
(modify accept/deny_mac_file and reload it to hostapd). Extend this to
allow MAC ACL to be modified and displayed through new control interface
commands:
ACCEPT_ACL <subcmd> [argument]
DENY_ACL <subcmd> [argument]
subcmd: ADD_MAC <addr>[ VLAN_ID=<id>]|DEL_MAC <addr>|SHOW|CLEAR

The functions parsing configuration parameters do not modify the name of
the parameter, so mark that function argument constant. In theory, the
value should also be const, but at least for now, number of the parser
functions end up modifying this to simplify parsing.

config.c includes now only the generic helper functions that are needed
both for hostapd and the AP mode operations in wpa_supplicant.
hostapd/config_file.c is only needed for hostapd.
