Implement RFC 5297 AES-SIV
Add an implementation of Synthetic Initialization Vector (SIV) Authenticated Encryption Using the Advanced Encryption Standard (AES). This mode of AES is used to protect peering frames when using the authenticated mesh peering exchange.
