Send CTRL-EVENT-DISCONNECTED on wpa_supplicant AP deinit

This makes the AP mode more consistent with other modes by providing a
matching pair of CTRL-EVENT-CONNECTED and CTRL-EVENT-DISCONNECTED event
messages.
