tests: EAP Re-authentication Protocol (ERP)

This tests RP EAP-Initiate/Re-auth-Start transmission, ERP key
derivation, and EAP-Initiate/Re-auth + EAP-Finish/Re-auth exchange and
rMSK derivation.
