Add a QCA vendor attribute to determine QCA device

Add a new attribute for
%QCA_NL80211_VENDOR_SUBCMD_SET_WIFI_CONFIGURATION subcommand. This
attribute is an 8 bit unsigned value used to specify whether an
associated peer is a QCA device.
