Sync with wireless-next.git include/uapi/linux/nl80211.h
This brings in nl80211 definitions as of 2022-07-22. In addition, update nl80211_command_to_string() to cover the new defined commands. Signed-off-by: Jouni Malinen <j@w1.fi>
