trace: Fix compilation issue due to using an undefined symbol

Fix commit 5545d995b3 which could use undefined symbol
testing_fail_alloc() in os_malloc() if CONFIG_WPA_TRACE=y is used
without CONFIG_WPA_TRACE_BFD=y.
