tests: ap_wpa2_eap_tls_versions to test TLSv1.2 with OpenSSL 1.1

Change the test condition from "is OpenSSL 1.0.2" to "is not OpenSSL
1.0.1", so that the TLSv1.2 test step gets executed with OpenSSL 1.0.2
and 1.1 (and newer).
