Check Key Descriptor Version value earlier in the process
There is no need to try to process the EAPOL-Key frame if it has an unexpected Key Descriptor Version value. Move these checks to happen earlier in the sequence. In adition, use a separate helper function for this to simplify wpa_receive() a bit. Signed-off-by: Jouni Malinen <j@w1.fi>
