Allow add-BSS operation to re-use existing netdev
When removing and re-adding the first wlan# netdev to hostapd dynamically, the netdev is already present and should not be removed and re-added to maintain its state as not-added-by-hostapd so that it does not get removed automatically. Signed-hostap: Jouni Malinen <jouni@qca.qualcomm.com>
