Interworking: Add ctrl_iface events on cred block modifications

Following events are now sent to ctrl_iface monitors to indicate if
credential blocks have been added, modified, or removed:

CRED-ADDED <id>
CRED-MODIFIED <id> <field>
CRED-REMOVE <id>
