Update petitcours to ease the use of the page for the secretary.

Urgent

Lint.

Requirements

Switch Demande de petits cours #0000 traitée to pop-up notification. (44eb767a)
Directly go to Traiter page if never traitée, else show details. (b59b7456)
When no one is found, change to a marked button. (e357f57d)
When niveau is autre add the option to change the level manually to fit with description. (49066a71)

Optionals:

Modify Agrégé so it will only be taken into account above L1/Prépa level.
Modify email templates so they mention something about not responding. (cbaa3389c5)
Modify email templates so they add something about not being able to choose between élèves or étudiants or anyone with a specific background. (cbaa3389c5)
Modify Modifier l'inscription pour donner des petits cours so it asks to check if the Recevoir des propositions box is correctly filled.
