specs: migrate from features to system specs
...
System specs have been available since Rails 5.1, and are better
integrated with the Rails framework.
- Rename `spec/features` to `spec/system`
- Rename `feature do` to `describe do`
- Configure Capybara for system specs

This clarifies the distinction between
```
create :procedure, :for_individual
```
and
```
create :dossier, :with_individual
```

dossiers: display the estimate of the entire processing time
...
Displaying separate estimations for en_construction and en_instruction
doesn't really make sense for the users: they want to know how
long it is going to take overall, not the petty details of our workflow.
