cb739f29f5 js: update netlify-cli 
netlify-cli is only used to publish the graphql static documentation,
but was badly outdated, and kept many node-modules from being upgraded.

By running:

```
bundle update webpacker
rails webpacker:binstubs
yarn upgrade @rails/webpacker --latest
yarn upgrade webpack-dev-server --latest
