refactor: remove forbid_invite_submission!
...
submit_brouillon is only allowed for owner, so
- submit_brouillon is removed from ACTIONS_ALLOWED_TO_OWNER_OR_INVITE
- now that ensure_ownership! is trigger for a invite submit, the now duplicate forbid_invite_submission is removed
