When a station receives either a Beacon frame or a Probe Response frame
from an AP that contains an MBO element with the Association Disallowed
attribute, the station should prevent association to that AP. When using
passive scanning, it is possible for the scan results to contain the
latest information in the Beacon frame elements instead of the Probe
Response frame elements. That could result in using old information and
not noticing the AP having changed its state to disallowing new
associations.
Make it more likely to follow the AP's change to disallow associations
by checking the Beacon frame elements instead of Probe Response frame
elements if the scan results are known to contain newer information for
the Beacon frame.

The MBO and OCE specification require the station to mandate use of PMF
when connecting to an MBO/OCE AP that uses WPA2. The earlier
implementation prevented such misbehaving APs from being selected for
connection completely. This looks like the safest approach to take, but
unfortunately, there are deployed APs that are not compliant with the
MBO/OCE requirements and this strict interpretation of the station
requirements results in interoperability issues by preventing the
association completely.
Relax the approach by allowing noncompliant MBO/OCE APs to be selected
for RSN connection without PMF to avoid the main impact of this
interoperability issue. However, disable MBO/OCE functionality when PMF
cannot be negotiated to try to be as compliant as practical with the
MBO/OCE tech spec requirements (i.e., stop being an MBO/OCE STA for the
duration of such workaround association). Also disable support for BTM
in this workaround state since MBO would expect all BTM frames to be
protected.

MBO attributes Non-preferred channel list and Cellular capabilities are
updated using WNM-Notification Request frame to the current connected
BSS. These same attributes need to be added in the (Re)Association
Request frame sent by the station when roaming, including the case where
the driver/firmware takes care of SME/MLME operations during roaming, so
we need to update the MBO IE to the driver.

Include the Non-preferred Channel Report attribute in (Re)Association
Request frames even when the MBO STA has no non-preferred channels in
any operating classes. In case of no non-preferred channels the
attribute length field shall be set to zero and the Operating Class,
Channel List, Preference and Reason Code fields shall not be included.
This indicates to the MBO AP that the MBO STA has no non-preferred
channels access all supported operating classes.

An AP might refuse to connect a STA if it has a low RSSI. In such case,
the AP informs the STA with the desired RSSI delta and a retry timeout.
Any subsequent association attempt with that AP (BSS) should be avoided,
unless the RSSI level improved by the desired delta or the timeout has
expired.
Defined in Wi-Fi Alliance Optimized Connectivity Experience technical
specification v1.0, section 3.14 (RSSI-based association rejection
information).

Set temporary disallowed BSSID list to the driver so that the driver
doesn't try to connect to any of the blacklisted BSSIDs during
driver-based roaming operation. This commit includes support only for
the nl80211 driver interface using a QCA vendor command for this.

This extends the GAS/ANQP parser in wpa_supplicant to process MBO
ANQP-elements and indicate received Cellular Data Connection Preference
values over the control interface.
When a valid MBO ANQP-element is received, the following control
interface message is sent:
RX-MBO-ANQP <BSSID> cell_conn_pref=<value>

MBO techspec v0.0_r27 changed the MBO ANQP-element format. The MBO
element in ANQP query should now include an MBO Query List element that
contains a list of MBO elements to query.
Add API to add the MBO Query List to an ANQP query.
Format:
ANQP_GET <addr> <info_id>[,<info_id>]...[,mbo:<subtype>...]
Example for querying neighbor report with MBO cellular data
connection preference:
ANQP_GET <bssid> 272,mbo:2

Add support for rejecting a BSS transition request using MBO reject
reason codes. A candidate is selected or rejected based on whether it is
found acceptable by both wpa_supplicant and the driver. Also accept any
candidate meeting a certain threshold if disassoc imminent is set in BTM
Request frame.

The reason detail field in non_pref_chan attribute was removed
from MBO draft v0.0_r25. Also oper_class can be 1 character for
few country codes (e.g., country code-UK, channel number-1). So the
shortest channel configuration is 7 characters.
This was missed in the earlier commit
4a83d4b686 ('MBO: Do not add reason_detail
in non_pref_chan attr (STA)') that took care of other changes related to
removal of the reason detail.

This extends ANQP_GET command to support querying MBO cellular
preference also. The cellular preference can be requested along with
neigbor report by appending mbo:1 to the command arguments.
For example:
ANQP_GET <bssid> 272,mbo:1

with the latest draft.

This makes wpa_supplicant set default scan IEs to the driver (if the
vendor command is supported). The driver can use these IEs in the scan
requests initiated by the driver itself. Also the driver can merge these
IEs into further scan requests that it receives, in case if the scan
request doesn't carry any of the IEs sent in this command.

Previously, 2.4 GHz operating class 81 was not added for US due to not
all of the channels (1-13 in this operating class) being supported.
Still, this operating class is the main operating class in the global
table for 2.4 GHz and it is the only option for indicating support for
the 2.4 GHz band channels in US.
Change the supported operating class building rules to include all
operating classes for which at least one channel is enabled. In
addition, fix the 80, 80+80, and 160 MHz channel checks (checking the
center frequency channel was failing since it is not a valid 20 MHz
channel).
